The article states: "While this concept would be tough to implement..". Not tough at all, there just has to be the political will to ensure it happens, such as when the Gillard Government implemented plain packaging for cigarettes. Plain packaging legislation has succeeded to reduce smoking, despite industry reports saying plain packaging has failed (which have proved to be false).
